It's one of the hottest days of the summer, and the beaches are inundated with people. All lifeguards are pulling double shifts as they make every effort to monitor the teeming beaches of Los Angeles. To add to the chaos, a rock concert and gubernatorial speech will load the Santa Monica Pier with thousands of spectators. To Secret Service Agent Sam Dietz, a crowded venue is a security nightmare. He works with Garner and Mitch to patrol the crowd, but none of them anticipates an assassin's elaborate plan to commandeer CJ's Scarab and blow up the pier from the water. With CJ unconscious inside, the remote-controlled boat filled with explosives zooms toward the pier! Mitch and Garner spring into action to try and prevent catastrophe.
