His spiritual and intellectual prestige was well established, with a proven diplomatic experience having been nuncio in Berlin and Secretary of State under Pius XI. However, in 1963, after a few years of his death, his reputation came to be questioned after the scandal caused by the premiere of the play The Deputy, by Rolf Hochhuth.
