A mysterious drug cartel appears in Taipei, peddling their vices to high school students and thugs. Mercer, a teacher at the local high school, loses his brother to gang related violence. When he reaches out to the police, he discovers that they are on the cartel's bankroll. His only option is to go to Freddie, a freelance mercenary and ninja, known on the mean streets of Taipei for dispatching his opponents with deadly vengeance.
