The movie takes place in New York City where a deadly epidemic called Strickler's disease spreads in the city's children. The genetically engineered insects, known as "Judas Breed," were created to mimic the cockroaches' behavior and lure them to their demise. The Judas Breed were expected to die off after a single generation, but they quickly evolve and begin to adapt to their environment, becoming more intelligent and forming their society within the city's infrastructure. As Susan and Peter continue to research their creation, they realize that the Judas Breed have transformed and become increasingly hostile towards human beings.
As the Judas Breed become more dangerous and more human-like, Susan and Peter along with Detective Klaski, portrayed by Charles S. Dutton, attempt to eradicate them. However, the Judas Breed have hidden within the city's subway system, making it impossible to detect their presence. As they become more aggressive and begin to threaten the city's inhabitants, the trio must face a race against time to find a way to exterminate the Judas Breed before they take over the city completely.
